The Luxembourg Institute of Regulation (ILR) has released a free application measuring the quality and speed of internet access in the Grand Duchy.

The "checkmynet.lu" tool allows consumers to check and compare the performance of their internet subscription with their telecoms operator.

The aim of the ILR application is to raise awareness of internet subscriptions for users, helping them verify whether the performance of what they pay for matches that indicated in their contract.

The service can be accessed and used via the internet by going to checkmynet.lu and following the instructions.

Alternatively, it can be downloaded as an app for mobile devices on Google Play for Android, or the App Store for iOS smartphones and tablets.

Checkmynet.lu is offered in English, French, German and Luxembourgish.

The results are displayed by colour coding and can be shared.

The results are then saved in a history that gathers all tests carried out.

This list is then displayed on a map.

The ILR highlights in its report that operators are obliged to provide information on actual download and upload speeds, which must be included in contractual documents and on their websites.

The organisation also points out that consumers have the right to appeal to their internet service providers in the event they are dissatisfied with the quality of the service provided – if the majority of tests carried out show significant differences between the measured speeds and those indicated in the contract, for example.

The user will then be able to use the information gathered as evidence to the provider.

If such a claim remains unanswered, or an unsatisfactory response is received, it is then possible to request help from the ILR mediation service, which is free of charge.
